Pamela Becker joined Columbia Capital Management as a vice president at the start of 2017. Ms. Becker is a veteran public finance professional with 30 years of experience. Ms. Becker’s experience within the field of public finance is extensive and varied and is not limited to just one type of financing or only to issues of a certain size. She has structured issues as both a financial advisor and an underwriter. She has worked with both small and large issuers, structuring financings ranging from under $2 million to more than $200 million in par.

Prior to joining Columbia Capital, Ms. Becker was the owner of Municipal Capital Management Inc. (“MCM”), an independent financial advisory firm certified as a women-owned business. During her tenure with MCM, Ms. Becker assisted her clients with the analysis and issuance of over $2.75 billion of California municipal securities. In addition, Ms. Becker provided on-going financial advisory services to several clients on financial matters not related to debt issues. Preceding MCM, Ms. Becker worked for ten years in the public finance department of Dain Rauscher Incorporated (“DRI”). While at DRI, Ms. Becker assisted her clients, as either financial advisor or underwriter, with the analysis and issuance of almost $2.0 billion of California municipal securities. She has experience working with practically every type of financing vehicle (both new issue and refunding) available to California public agencies, including fixed and variable rate certificates of participation, lease revenue bonds, general obligation bonds, tax allocation bonds, enterprise revenue bonds, variable rate industrial development bonds, tax and revenue anticipation notes, Mello-Roos special tax bonds, and limited obligation improvement bonds.

Prior to her tenure at DRI, Ms. Becker worked as a consultant involved primarily with the formation of Community Facilities Districts and Assessment Districts in California. Ms. Becker was responsible for the creation of the special tax formula for over 50 community facilities districts with a total bond authorization of over $1.5 billion.

Ms. Becker received a Master's Degree in Business Administration from the University of California at Irvine and a Bachelor’s Degree in Economics from the University of Denver. She is a Series 50 municipal advisor representative.
